Isn't Area 51 in USA? Which mean every company and individual have to obey US laws, which i guess one of that is ban to shoot in public?

Maybe i am wrong, maybe state-owned companies in USA are forbiden to use unjustified force, while private companies are allowed (plus no transparency).
