the zombie could start with a op unit that can take all cities in 1 hit

Go to the Maps;
Find the map you based the scenario upon;
Click on the areas that you drew and set them as countries.

it depends on the quality that you expect.
paint... is not going to help you unless you plan to... make some really small changes to an already existing background.

I m thinking about buy premium can you teach me too

I'm trying to create a seperate country for "Reunion" which is an island next to Madigascar and a separate country for the French Antarctic Islands by Antarctica. Right now, if I change the name for one of them, the other one changes too. They seem to be all one country. Is there a way to separate them? Thanks.

Copy the borders of "Reunion" by selecting it with the "white arrow" and then clicking on copy, then delete the original "Reunion" and paste the new one, Now you can make it a separate country.

Or

Delete the borders for "Reunion" and draw it again, and create a new country for "Reunion"

if you need a better explanation i can provide you with pictures.

in html5 or silverlight?

In the HTML one. I haven't gotten the silverlight one to work.

If I use Silverlight, it says "unable to save borders". If I use HTML, it says "unknown error" when I save.
All I'm trying to do is edit the world map.

world map is a silverlight map, if you clone it you won't be able to save it.
