Yugoslav Partisans were like NVA in Vietnam War. You couldnt kill them or defeat them as you didnt know where they are. Captured yugoslavs in combat ended up dead from torture but still didnt gave away their comrade positions. War could last few more years without a problem, YP numbers would grow every day. You do know already YP liberated Yugoslavia alone without external help. Though USSR sent army from romania and bulgaria to ''help'' in Beograd. Stalin wanted USSR's name to be in history books when liberation of eastern europe happened, so he sent Red Army to Yugoslavia, but those 100 tanks and 5000 troops werent needed.

Atleast you knew where red army was on the eastern front, in Yugoslavia you could just watch how oil burned in hangar in Sarajevo, fuel stolen in Kragujevac, food stolen from local german barracks, few guards killed in Split, truck convoy raided near Skopje. News of attacks come from every direction, german command didnt knew where to send troops to fight.

If anything, gangs will help fight the Russians, and maybe even the Mafia. And there are 76+ million American's with weapons. This why you can't invade mainland USA, but you invade Alaska and Middle East to fight the USA.
