Automatic War / Alliance at start

Instead of being allowed to ally or peace with certain countries in scenario, you are forbidden from allying certain countries. This should be a feature that needs to be added for instance in GGG, you can't form alliance with South China as North China, Portugal and Spain. If you try to ally to certain countries which are forbidden to ally with you in a scenario, a pop-up will say that you are forbidden from allying that country or player.
