Option to enable ping on pr

Simple, just allow a ping noise to be played when you are pred

Support, I proposed this back in 2013 and deleted it for some reason. The main reason people were against was for spam, so make it an option to make a noise for specific people only. Added to suggestions to be implemented thread.
