An idea I had is for the units to have a value, similar to Critical hit, that calculates the chance theyll hit the unit in the stack with the highest attack instead of the highest defence. This could increase the tactical possibilities and diversify units further, and give some realism to the use of air strikes. It could be low for most units and higher for bombers. You'd then have to nerf and twiddle with the air units a litt, but I think it'd be cool.
