Few words about this crazy contraption.
Helicopters are widely used as short 1range support, recon, and assault aircraft, and many modern military ships have landing pads and helicopters onboard to allow personnel to get oto the shore or onto another ship, to recon specified area, etc. Including this unit in the game could help with boosting Naval Commander strategy by allowing battleships to indirectly engage units and cities located farther from the sea, and it would enlarge unit pool without duplicating any existing unit. It would also allow players to clear area around their cities from small groups of unfriendly infantry.

How is that different from having a couple of (a lot more efficient) bombers along with your fleet?

Like i said, helicopter could be seen as a unit connected to the navy. Bombers are more efficient, but also more expensive, and helicopter would be a specialised unit used in combination with naval units. Helicopters can be made more efficient by tweaking its statistics.
