How he got to that much elo, you are wondering. Well he is playing FFA games, in the most cases with "Capture <some neutral close to Matthew>", observing them and then proposing duels randomly, as his enemies think they will win considering his weak expansion.
Just make duels possible to be done in Duel (public), Duel (private) and 2 players Public games.

Talk for yourself, please. We are dueling anybody who joins the duel, all settings are fair and it's duel from turn 1. I personally accept a duel against low ranks even if they ask for no upgrades duel. I usually give them the best pick and tell them what strategy to go or not wall my cap to make it more fun. They learn more from fair duels than from RP.
