Disable Help Chat

Disabling it for anyone above rank 3 would help reduce the amount of trolls. The help chat is now mostly used for trolling and advertising for nons. It's a headache to turn help chat on for those who actually want to help. Also if the suggestion is put into place, people that are above r3 can help by just pr'ing the person.

Some genuine r3s actually ask for help sometimes.
its worth it if they get the help they need.

I think a better solution would be to do like for global, you have to wait some seconds for send another message, and more active moderation too.

Tbh most of the time it's low ranks advertising games or trolling in the help chat
