Scenario Map Making

How to you make a map where you can make scenarios and make the countries a certain colour

You click on a map, and click the scenario button.

Go to the Maps page (doesn't matter if "Maps", "Scenarios", or "Presets") and create a new map (blue button on the bottom right). Then you can draw your boarders, create new units, etc... and after you saved this, you go the map editor page again and search for your map, click on it, then press "New scenario/preset" (blue button right next to the red ones) and create your scenario with this map. You also can make this with other peoples maps sometimes, if they allowed it.

How do you turn specific units off for every country?

What you mean delete units?

I map editing modus go to unit tab, click on the specific unit you want to set, there you have the option either to "Limit to countries" or "exclude from countries".

You limit the unit only to the homecountry of that player in the scenario, that's it and also, check the box limit reinf. only to your own country, so if another players captures that country he won't get to build those units that are limited for the captured player
